— Enhancing contract conclusion methods for public works and other projects to increase convenience for businesses —
Press Release
CloudSign
Bengo4.com, Inc. (Minato-ku, Tokyo; Taichiro Motoe, Representative Director, President and CEO, Lawyer; hereinafter, the “Company”) announces that Okuizumo-cho, Shimane (Mayor: Tamotsu Itohara), has introduced the CloudSign® contract management platform.
CloudSign has an implementation share of about 70% among municipalities across Japan and continues to promote contract digitalization as the e-contract servicer that is the most popular*1 among provincial municipalities.
*1:Comparison based on in-house survey of the number of municipalities deciding on implementation following a value contract from information on public solicitations, tenders and proposals released by municipalities nationwide. Data as of May 1, 2025.
Okuizumo-cho developed the Okuizumo Town DX Promotion Plan to resolve regional issues and create new value while increasing work efficiency through the promotion of the digital transformation (DX). As part of this project, the municipal office will commence an electronic contract service using CloudSign in June 2025. This is the second local government that has introduced CloudSign in Shimane.
CloudSign is being implemented with the aim of digitizing all contract procedures that were previously paper-based and in-person processes, optimizing business operations and accelerating digital transformation initiatives. The elimination of face-to-face document-based services is expected to increase convenience for town residents and local government staff while businesses that use the e-service will also benefit from more efficient contract procedures and lower costs.
■ Statement from Okuizumo-cho
“Okuizumo-cho introduced the electronic contract service as a part of its promotion of DX. We hope both the town and private businesses will benefit from the introduction of the electronic contract service. It will increase the efficiency and reduce the cost of contract affairs and also improve convenience for businesses.”
CloudSign has been introduced and used by nearby municipalities, such as Ama-cho, Yamaguchi-shi and Yonago-shi. The Company will continue to support the digitalization of contract business processes that have been done in person using documents and will help drive the DX of contract procedures so that it will be widely introduced by administrative organizations. In doing so, it will seek to contribute to increasing the efficiency of operations conducted by local government staff and convenience for residents.
