Japan Professional Tech Alliance Established

— Establishment of a new organization that supports the social implementation of AI and drawing on the expertise of legal, medical, accounting and other professionals —

Bengo4.com (Minato-ku, Tokyo; Taichiro Motoe, Representative Director, President and CEO, Lawyer; hereinafter, the “Company”) announces that it has established the Japan Professional Tech Alliance (hereinafter the “JPTA”), which supports the social implementation of generative AI.

The JPTA will create opportunities for private companies working to solve social issues using technology in highly specialized domains, including the legal, medical and accounting domains, to put their heads together to draw up rules and policy proposals to ensure that technology is used safely and securely.


■ Outline

As generative AI and other technologies have rapidly increased in popularity throughout society in recent years, AI has begun to be used as a means of improving operational efficiency in professional domains,* including in the legal, medical and accounting domains. Due to strict laws regarding businesses and administrative guidelines that have been in place, it is essential to balance laws and social responsibility when introducing new technologies. Currently, these laws and administrative guidelines lack certainty, which has made companies hesitant to use technology.

Through collaboration with multiple professional tech companies, the JPTA was established in response to this situation with the goals of drawing up policy proposals and guidelines that support the balancing of regulations and innovation and establishing a place for engaging in dialogue with the government and parliamentary groups.

* Professional domains are fields that require a high level of specialized knowledge and that are public in nature, such as the legal, medical, accounting, finance, taxation, human resources and education fields and other industries that are often described as “specialized professions.”


■ Future policy

The JPTA is a general incorporated association that was established in June 2025 with the goal of solving regulatory issues associated with the social implementation of cutting-edge technologies such as generative AI.

Currently, private media and technology companies in professional domains play a central role in addressing cross-industry issues. As generative AI has rapidly become popular, the creation of an environment in which businesses can freely take on challenges while minimizing risk in areas where there are currently no comprehensive laws or regulations has become an urgent issue.

In line with the policy direction of the ruling party, the JPTA will establish a place to engage in dialogue with politicians, bureaucrats and stakeholders in the business community to directly share the opinions of companies. The goal of these actions is to create a truly open and constructive place for discussion, which is difficult to achieve through the one-way communication by existing industry associations and regulatory authorities.

Its other goal is to clarify regulations and encourage innovation by addressing practical issues arising from the social implementation of generative AI at the policy level, and summarizing its clarifications in joint statements and recommendations as an association.


■ Acceptance of member applications in FY2025

JPTA is looking for members who can participate in activities in and after FY2025 to expand the scope of its activities. The application guidelines will be posted on the following website.

As generative AI and other technologies have evolved, there have also been major changes in professional domains that support the backbone of society, including the legal, medical and accounting domains.

In these times, we need more than just technological innovation. Because these professional domains are directly connected to people’s lives and the foundation of trust in society, there is a need for a new framework for the social implementation of technology that combines expertise, ethics and technology.

The JPTA was established to achieve just that. We hope to work with people in different domains and integrate their insider knowledge and the power of technology to develop systems and rules suitable for the next generation. People who have the will and enthusiasm to do this have started to join the JPTA, but we will need to continue to move forward for the future of Japanese society, no matter how challenging this is.
